The Mayor of London has announced his decision to create a Mayoral Development Corporation that will be responsible for the regeneration legacy from the London 2012 Games

The Mayor of London today (Wednesday 8th February 2012) announced his formal decision to create a Mayoral Development Corporation (MDC) that will be responsible for the regeneration legacy from the London 2012 Games. The new body, to be called the London Legacy Development Corporation, will be directly accountable to Londoners through the Mayor.

The Corporation, which opens for business on 1st April 2012, will continue the work of the Olympic Park Legacy Company (OPLC), as well as manage some of the assets and responsibilities of existing regeneration agencies in the area, such as the London Thames Gateway Development Corporation.

The Mayor is also announcing his intention to appoint current OPLC Chair, Baroness Margaret Ford, as the Corporation’s interim Chair until the Games are over when she has decided to step down from the role. Until then she will oversee the smooth transition of the Legacy Company to Legacy Corporation completing some key legacy goals including securing tenants for the remaining venues.

The new Corporation will have greater powers over the Queen Elizabeth Olympic Park and a wider area including planning and development control.

Boris Johnson, Mayor of London, said:

“We have an extraordinarily exciting period ahead. Building on the momentum already created by the Legacy Company we are on track to grasp this unique opportunity and harness the Olympic legacy of new jobs, new homes and new communities which Londoners will benefit from for years to come.

“I am grateful for Margaret’s huge contribution over the last three years planning and delivering a solid 2012 legacy and delighted she will oversee this important work until after the Games as well as setting the new Legacy Corporation on a firm footing.”

Baroness Margaret Ford, Chairman of the Olympic Park Legacy Company, said:

“The Olympic Park Legacy Company has accomplished a huge amount and is on track to achieve all of the main tasks that the Mayor and the Government set back in 2009.

“The next phase of the legacy work, including major transformation plans to the Park, are critical and will require a great deal of attention. I have decided therefore that I cannot continue to give the substantial time required for the role so after the Games would seem a natural point to make the change.

“It has been an absolute privilege to work with such a supportive Mayor and ministers, and extremely talented Board and staff members. Together we have set down strong foundations for the future Queen Elizabeth Olympic Park and a major driver of the significant regeneration of this part of East London. But for now it is business as usual and I look forward to continuing to work over the next six months on the further challenges that lie ahead.”

-End-

Notes to editors

Under the Chairmanship of Baroness Ford the work of the Olympic Park Legacy Company has included:

Securing the land and restructuring the debt

Developing the masterplan to reflect local residents’ needs and provide family housing

Planning application for the Park submitted to include 5 new neighbourhoods and 7,000 homes

Commercial future for the Aquatics Centre and Multi-Use Arena secured ensuring community and sporting promises and on track to secure the Stadium and Press Centre & Broadcast Centre before the Games

We have launched a formal process to appoint sponsors for the Stadium, the Aquatics Centre and the Multi-Use Arena after the Games

The Olympic Park Legacy Company has launched a formal process to appoint sponsors for the Stadium, the Aquatics Centre and the Multi-Use Arena.

Organisations have the unique opportunity to associate their brands with some of the most iconic sporting and entertainment venues in the country, through naming rights and other sponsorship deals.

The Stadium will host the 2017 World Athletics Championships, while the Aquatics Centre and the Multi-Use Arena are expected to serve over a million visitors a year when they re-open after the Games. They will be among an anticipated 9.3m visitors a year to the Queen Elizabeth Olympic Park from 2016.

Parties have until 2nd March 2012 to register their interest, before being invited to submit a proposal. The Legacy Company aims to appoint sponsors in May 2012.

Andrew Altman, Chief Executive of the Olympic Park Legacy Company, said:

“This is a rare opportunity to become part of one of the most exciting new places in the world. Billions of people will see these venues during the Games, and millions more will visit every year.

“We are looking for sponsors who share our vision to create an inclusive Park that promotes healthy living and offers sporting, training and employment opportunities to our local communities.

“The fact that we aim to appoint sponsors before the Games even start is another example of how London is further ahead in planning legacy than any previous host Olympic City.”

The venues and the Park will begin to re-open in 2013 after they have been converted to their legacy configuration.

The Aquatics Centre will become the country’s top swimming facility with two 50m pools with movable floors and booms, along with a diving pool and 2,500 seats which can be extended to 3,500 seats for large events. It is anticipated to attract up to 800,000 visitations a year.

The Multi-Use Arena, known as the Copper Box and hosting handball during the Games, will be the third largest arena in London with 7,500 seats and will host an exciting mix of sporting, commercial and cultural events, along with community sport. It is anticipated to attract up to 400,000 visitations a year.

The Stadium will be a 60,000 seat multi-purpose venue and the new national centre for athletics. The Legacy Company is currently running a bidding process for other sporting, cultural and commercial uses and plans to appoint the winning bidders in May 2012.

The Legacy Company will then look to appoint a Stadium operator to manage the facility on a day-to-day basis.

Last month, the Legacy Company appointed Greenwich Leisure Limited as operator for the Aquatics Centre and the Multi-Use Arena.
Announcement that we have appointed BAM Nuttall to help deliver one of the largest construction projects in Europe to create the Queen Elizabeth Olympic Park

The Olympic Park Legacy Company has appointed BAM Nuttall to help deliver one of the largest construction projects in Europe to create the Queen Elizabeth Olympic Park.

After the 2012 Games, the Legacy Company will turn the Olympic Park into a new piece of London that is stitched into its surrounding communities and will be the foundation for further development over the next 20 years.

Clear, Connect, Complete

The Company is calling the new phase ‘Clear, Connect, Complete’ which will be funded out of the £292m already set aside in the Olympic budget. It will clear Games-time overlay including temporary venues, walkways and roads; connect the Park with new roads, cycle and pedestrian paths that stitch across the site and into the surrounding area; and complete permanent venues, bridges and parklands for their legacy use.

BAM Nuttall has won two separate contracts to deliver £76m worth of the work in the North Park and South Park areas of the site. Around 500 temporary jobs will be created in the process with at least 25% going to local residents in the Host Boroughs and with training and apprenticeship opportunities on offer.

The construction work is expected to take up to 18 months, although the Legacy Company has structured its phasing so that sections of the Park will be opened to the public from summer 2013.

Andrew Altman, Chief Executive of the Olympic Park Legacy Company, said:

“The creation of the Queen Elizabeth Olympic Park will be one of Europe’s largest construction projects that will transform the existing infrastructure built for the Games into a new piece of London.

“Through ‘Clear, Connect, Complete’ we will create an accessible place with public venues, open spaces and connections that reach out to our surrounding communities and entice visitors.

“BAM Nuttall worked on the original Olympic Park and their hands-on knowledge will be invaluable in helping us to achieve our target of reopening the Park in phases from July 2013. This will be a huge achievement given the scale of construction work that is needed and another example of how legacy plans for the Park are more advanced than any previous host Olympic city.”

The Mayor of London, Boris Johnson, said:

“London is streets ahead of previous Olympic cities when it comes to securing a lasting legacy from the Games and with this contract in place the future of the Olympic Park can now really begin to take shape. The creation of thousands of new homes and hundreds of jobs and apprenticeships will bring huge benefits to east London and help drive growth across the capital for many years to come.”

Stephen Fox, CEO of BAM Nuttall Limited, said:

“We are delighted with the award of these two prestigious contracts that will maintain our long association with the Olympic Park site, which currently spans some four years.

“We have been involved in the successful delivery of numerous projects at the Olympic Park including the original site preparation, the construction of bridges and a great deal of landscaping work. These new awards now mean that we will be able to utilise our specialist skills to create a permanent legacy, which will assist in the regeneration of this area of London.”

Local Government Minister, Bob Neill, said:

“The march to a permanent legacy continues apace as the contractor to transform the Olympic Park is announced today. I’m pleased that BAM Nutall will start the important process of transforming the newest and most exciting piece of London, providing jobs, vibrant open spaces and homes for local people. I know the people of East London are anxious to use and experience the Park and I am impressed that they can start to do so within a year of the Olympics.”

Hugh Robertson, Minister for Sport and the Olympics, said:

“The appointment of BAM Nuttall will help set the foundations for a fantastic Olympic Park post the London 2012 Games. I am confident that the Park and its surrounding areas will be one of the most vibrant parts of the capital in the years to come and pleased that this construction project will open up further job opportunities for local people.”

The Olympic Park has been designed so that it retains as much of the Games-time Park as possible in order to protect the investment that has already been made.

The job of transforming the Olympic Park for legacy use after the Games was transferred to the Legacy Company from the Olympic Delivery Authority in August last year to be more efficient and effective in creating the Queen Elizabeth Olympic Park.

Responsibility for the tender of both the North Park and South Park contracts were also transferred over to the Legacy Company creating a shortlist of five bidders for each contract.

The contracts include:

Clear

Removal of Athletes Training Centre at Eton Manor (temporary venue)

Removal of Basketball Arena (temporary venue)

Removal of Water Polo (temporary venue)

Removal of warm-up track (temporary venue)

Removal of Games-time security areas and spectator stands.

Connect

Around 9.5 km of the Games-time road network

Connect surrounding communities to the heart of the Park with new footways and cycle paths

Reconfiguration of 30 Games-time bridges and underpasses to improve public access.

Complete

Doubling of the amount of parkland to 102 hectares including the planting of a further 2,000 trees, ten hectares of meadow, new lawns and two large allotment sites.

Conversion of the Press Centre and Broadcast Centre site by removing the catering village and gantry to prepare for incoming tenant, and adding of photovoltaic panels and cladding to the car park

Create the Lee Valley VeloPark, including the addition of a 1.6 km outdoor cycle circuit, a 6.5 km mountain bike trail, the regarding of the BMX circuit and internal work to the Velodrome

Create the Lee Valley Tennis Centre and Lee Valley Hockey Centre on the Eton Manor site for Hockey and Tennis

Internal fit-out of the Multi-Use Arena for public use

Reinstate 12 football pitches at East Marsh

In addition to this, separate contracts have or will be let for other venues and areas. They include the Aquatics Centre, the Stadium, visitor centres and playgrounds in the North Park and South Park, and the creation of the South Plaza – a 50 acre public space that will sit between the Stadium, the ArcelorMittal Orbit and the Aquatics Centre.

The Legacy Company will also be involving the local communities during the construction project by providing forms of community access, along with outreach work so that residents, schools and community groups are involved in our plans throughout.

-Ends-

Notes for editors

The value of work for the two contracts is £49m for North Park and £27m for South Park.

A total of 145 firms registered their interest following the start of procurement by the ODA in late February – 68 of these were for work in the North Park and 77 for the South Park.

In October last year, the Legacy Company appointed international consultancy and construction company, Mace, as its project management partner to work alongside them to manage the delivery of post-Games transformation work. Mace will manage BAM Nuttall’s work, as well as existing conversion contracts such as for the Aquatics Centre.

The Olympic Park Legacy Company was established in May 2009 by its founders – the Government and Mayor of London – as a public sector, not-for-profit company, responsible for the long-term planning, development, management and maintenance of the Olympic Park.
The Mayor of London has announced plans for London to host a world-class two day festival of cycling next year to attract tourists, generate jobs and showcase the city beyond the 2012 Games

The Mayor of London, Boris Johnson, has announced plans for London to host a world-class two day festival of cycling next year to attract tourists, generate jobs and showcase the city beyond the Games. It will be the first large scale event to use the Olympic Park when it reopens next summer.

In a speech to business leaders at the World Economic Forum in Davos today (26th January 2012), the Mayor will describe his ambition to create one of the world’s leading cycling events in the capital in August 2013. The Mayor will highlight figures which predict that the weekend festival could attract over 200,000 visitors from outside the capital to London for the weekend and generate tens of millions of pounds in economic benefit.

The first day of the festival will involve a family fun ride for up to 70,000 cyclists on an eight mile loop of closed roads around London’s iconic landmarks. The following day up to 35,000 amateur, club and world-class elite cyclists will tackle a 100 mile course that will begin in the Queen Elizabeth Olympic Park and be based on much of the same route of the 2012 Games cycle road race, incorporating the scenic county of Surrey.

The Mayor’s team will now launch a tender process, through Transport for London and London & Partners, inviting potential bidders to become the commercial delivery partner for the event.

In his speech the Mayor will also herald the thousands of jobs that are a legacy of hosting the Olympic and Paralympic Games. By the time the athletes are in the starting blocks for London 2012, the Games will have helped to deliver, during one of the toughest economic climates of the last century, the rapidly accelerated regeneration of east London and 200,000 jobs; including work for 32,000 previously jobless Londoners, as well as 8,000 permanent jobs at Westfield Stratford City and a massive £2 billion boost to the capital’s economy.

The Olympic Park Legacy Company has played a key role in plans for the festival of cycling and in the creation of new jobs. Today (26th January 2012) they confirmed that the Queen Elizabeth Olympic Park will open in phases from July 2013 to allow people back into the Park as soon as possible after work is completed to return it to public use. The festival of cycling will be the first mass participation event to be held in the Park following its reopening to the public.

Boris Johnson, the Mayor of London, said:

“This spectacular event will help ensure that the 2012 Games are just the start, not the end, of the benefits of hosting the Olympics. We are already creating long lasting opportunities for the Park and the capital, which will showcase London to the world, attract more visitors, create more jobs and support the economy.”

The international promotion associated with what will become an annual cycling festival will bring millions of pounds of economic benefit into London through national and international participation, plus hundreds of thousands of spectators and worldwide TV audiences. It will provide a long-term source of income for investment into improving conditions for cycling in London and provide opportunities to channel people to other cycling initiatives.

The Olympic Park Legacy Company will also organise a full weekend of wheel-based activities on the Queen Elizabeth Olympic Park to support the festival of cycling. They will aim to bring local communities together through events, competitions, workshops, music, food and film.

Baroness Margaret Ford, Chair of the Olympic Park Legacy Company, said:

“The London Cycling Festival is just the kind of event that fits into the family ethos of the Queen Elizabeth Olympic Park. Thousands of people will get the chance to enjoy our most beautiful parkland in an event that will bring people together and encourage healthy living.

“Through our advanced planning work we are able to be in a position to schedule the phased opening of the Park within a year of the 2012 Games finishing. This is a huge achievement given the scale of construction work that is needed following the Closing Ceremony and another example of how legacy plans for the Park are more advanced than any previous Olympic host city.”

Beyond the 2012 Games hundreds of hectares of land, much of it contaminated and reclaimed as part of the Queen Elizabeth Olympic Park, will be transformed into the capital’s newest district with up to 11,000 new homes including East Village and over a million square metres of new and improved commercial floor space offering a multitude of investment opportunities. Thanks to the work of the Mayor and the Olympic Park Legacy Company, London is on track to achieve what no previous host city has done by having long-term operators agreed for all the permanent venues before the Games have even begun.

The cycle festival will support the delivery of the Mayor’s cycle revolution in London. The Mayor has overseen a 15 per cent increase in cycling over the last year alone. Six thousand hire bikes are on the streets of central London, which are used for 500,000 journeys a day and a massive expansion of the scheme eastwards will be launched later this year.

Iain Edmondson, Head of Major Events at London & Partners and the Project Director for the festival of cycling added:

“After months of planning and feasibility studies we are now ready to seek proposals from the world’s best event organisers to deliver this world-class event. They will have the support and resources from partners across the city and Surrey to make this exciting vision a reality.”

Brian Cookson OBE, President of British Cycling, said:

“British Cycling has been involved in this exciting project right from the beginning. It fits in really well with the range of our activities, from leisure cycling right through to elite level competition. The time is right for this event, with burgeoning ‘sportive’ participation levels demonstrating the mass appeal of our sport. This event will celebrate the new place of cycling in British culture, right in the heart of the capital.”

Mark Cavendish MBE, current cycling World Champion, said:

“This is the ideal legacy not only for our world-class team of cyclists and paracyclists, but also for thousands of amateur cyclists who will hopefully be inspired by our performance at the Olympic Games. This event will be a fantastic opportunity to show Britain at its best and to share our Olympic cycling heritage.”

Denise Saliagopoulos, Surrey County Council’s Cabinet Member for Community Services and the 2012 Games, said:

“Surrey will be the cycling capital of the UK when we host the Olympic road races and cycling time trials. This event will help us build on the Olympic legacy. It’s going to be fantastic; it will allow cycling enthusiasts like Boris Johnson to follow in the tracks of Olympic greats. It will drive tourism, boost the Surrey economy and encourage residents to get on their bikes and lead healthier lifestyles.”

The Olympic Park Legacy Company today announced a shortlist of three organisations that are in the running to become the long-term tenant of the Press and Broadcast Centres.

UK Fashion Hub, Oxylane Group and iCITY all share the Legacy Company’s vision to create a thriving commercial district on the Queen Elizabeth Olympic Park that will generate several thousand job and training opportunities in the process.

They will now enter into detailed negotiations with the Legacy Company based on their initial bids. All three organisations are vying to take up long leases for the whole of both buildings which in total offer around 1 million sq ft of commercial space.

The Legacy Company aims to appoint the tenant this summer with the buildings available for fit-out from spring 2013.

The shortlisted bids are:

iCITY

An ‘Innovation City’ anchored by Infinity with the Broadcast Centre accommodating a cloud computing centre, research labs, post production, graphic designers and digital education. The Press Centre would become an innovation and research centre with links to higher education that would showcase British technology.

Oxylane Group

A sports-orientated mixed-use offer in partnership with Loughborough University. The Broadcast Centre would become ‘Oxylane Village’ offering leisure, events space, research and education and retail including a major Decathlon store. The Press Centre would be used as office space and a technology centre.

UK Fashion Hub

A dedicated centre that will unite the fashion and textile manufacturing sectors, creating a world-class destination for wholesalers, buyers and the creative industries. Headed by Resolution and anchored by Brandboxx and Workspace Group, the bid involves the Broadcast Centre becoming a fashion centre with offices, an incubator, manufacturing and for creative uses. The Press Centre would become a fashion college, a fashion e-tailing centre and a media centre.

Andrew Altman, Chief Executive of the Olympic Park Legacy Company, said:

“The Queen Elizabeth Olympic Park is already generating a huge amount of commercial interest and the calibre of our shortlist is testament to that. We have three dynamic bids focused on the creation of thousands of jobs and training opportunities, along with links to Tech City.

“We will now go through their proposals in fine detail to make sure that they can deliver a successful ongoing legacy that will stimulate future commercial interest. Today’s milestone is yet another example of how London is further ahead in legacy planning than any previous host Olympic city.”

The Mayor of London, Boris Johnson, said:

“Having already secured operators for six out of eight of the Olympic Park venues we are close to securing the huge 2012 legacy prize of long-term jobs and growth. I am delighted that we are now talking to potential tenants at this point of London’s 2012 story. It means we can now look forward to the Summer Games with confidence that our Park is on course to become that thriving, vibrant and prosperous new district we have all been striving for.”

Sport and Olympics Minister, Hugh Robertson, said:

“I am delighted with the interest shown in the Press and Broadcast Centres. It will ensure that we have an excellent commercial legacy for the Park post-2012 that will create jobs and boost the economy. With operators for six of the eight permanent Olympic venues already secured, and good progress being made on the final two, we are on schedule to have finalised our legacy plans before the Games have begun – a first for any Olympic host city.”

Local Government Minister, Bob Neill, said:

“I am delighted to see the Legacy Company’s progress in finding exciting and robust long-term tenants for the Press and Broadcast Centres in the Olympic Park. All three shortlisted tenants would bring creative and interesting training and job opportunities for local people, helping further to stimulate the East London economy and encourage local growth in a wide variety of sectors.

“This announcement highlights the ongoing success of the Olympic legacy programme which will soon be led by the Mayor. This is localism in action – local jobs and opportunities to be decided and shaped by local people.”

Mayor of Hackney, Jules Pipe said:

“I am very pleased that the level of interest shown in the tenancy of the Press and Broadcast Centres has enabled the Legacy Company to draw up a strong shortlist.

“Hackney Council looks forward to working closely with the Legacy Company and the three shortlisted bidders to establish which bid best aligns with the Council’s long-held aspirations for this location. The tenancy of these buildings represents the greatest chance for a sustainable employment legacy from the Games and we want to make sure that the successful bidder fulfils that promise by providing a full range of high quality jobs, from entry level to highly-skilled specialist roles.”

The Broadcast Centre will offer 95,000 sq ft of office space over five floors and 575,000 sq ft of commercial space over two floors. It has the flexibility to be reconfigured into four separate buildings.

The five storey Press Centre will provide around 317,000 sq ft of prime office space with the potential for retail uses on the ground floor.

They are a fundamental part of the Legacy Company’s vision to create a mixed-use commercial district that will generate employment at a range of levels covering a broad spectrum of skills and opportunities for local businesses.

Five major universities are within five miles of the Park providing access to more than 83,000 students and the skilled workforce that they offer.

The area builds on the Government’s promise of an East London Tech City, extending a belt of innovative businesses from Shoreditch to Old Street, through the City and into the future Queen Elizabeth Olympic Park.

In October 2011, the Legacy Company invited interested parties to bid to take up at least one floor in either of the buildings. Ten bids were returned by the 2nd December deadline, with eight of them proposing to take-up both buildings on long leases. They covered a range of different uses including technology, digital, creative, media, sport, office, leisure and retail uses.

By combining two venues in one contract, the Legacy Company has also ensured that the Aquatics Centre will not require any additional public subsidy as the Arena will cross subsidise it. Further revenue will be generated from naming rights for both venues, which will be on offer at a later date.

With the appointments of anchor tenants and events for the Stadium and the Press Centre and Broadcast Centre this summer, London is on course to secure the future use of every permanent venue before the Games have even started – a first for any Olympic City.

Aquatics Centre and Multi-Use Arena

Greenwich Leisure Limited (GLL) will operate the Aquatics Centre and Multi-Use Arena for 10 years starting in 2013. The social enterprise currently oversees the management of over 100 public leisure centres across the south of England and in York, employing around 5,000 people, all locally recruited.

Mark Sesnan, Managing Director of London-based GLL, said:

The Olympic Park Legacy Company today formally invited bids from interested parties to bring a range of exciting events to the Olympic Stadium.

The Stadium will become the new national stadium for athletics and has already been chosen to host the 2017 World Athletics Championships. The Legacy Company will build on that success by opening up the venue to a full array of sporting, cultural and commercial events.

Bids to use the 60,000 seat multi-purpose venue are due back in March 2012. The Legacy Company is seeking to deliver a commercially viable combination of uses that achieves both year round community access and wider public benefits.

The Legacy Company plans to appoint the winning bidders in May 2012 and remains on track to reopen the venue in 2014.

The Stadium will be retained by the Legacy Company as a public asset. It is proposed that the Legacy Company will form a joint venture with the London Borough of Newham to operate the Stadium and help maximise community benefits around local employment, sport and healthy living.

Newham have offered an investment of up to £40m towards the cost of transforming the Stadium to its legacy configuration in order to secure legacy benefits for the borough.

Andrew Altman, Chief Executive of the Olympic Park Legacy Company, said:

“The Olympic Stadium will be a new national stadium for athletics and a multi-purpose venue that can host a full array of sporting, cultural and commercial events in one of the most exciting destinations in the world.

“Having already secured the 2017 World Athletics Championships, now is the time for bidders to come forward to further enhance the Stadium’s legacy.

“Plans for the Olympic Park are more advanced than any other host city and we are maintaining that pace by securing operators, tenants and events for all our venues before the Games have even started.”

The Mayor of London, Boris Johnson, said:

“We are already securing a lasting legacy for London, with our fantastic Olympic Stadium set to become not only one of the world’s premier destinations for sports, hosting the World Athletics Championships in 2017, but also a first class hub for culture and entertainment. Opening up the bidding to other interested parties now shows just how far ahead we are in planning a great future for east London long after the Games have left town.”

Minister for Sport and Olympics, Hugh Robertson, said:

“The Government is committed to securing a legacy from the Olympic Stadium, and wants to see it reopening in 2014. With the 2017 World Athletics Championships bid won athletics will be at the heart of a multi-purpose venue that will also be a great asset to the local community. The Olympic Stadium is an iconic venue and I am sure that it will attract interesting and exciting bids for its future use.”

As the new national athletics venue it will host major athletics events including the London Diamond League meeting that will transfer from Crystal Palace. It will also be of a global standard to rival athletics venues around the world and be capable of hosting top level international competitions.

Interested parties can bid to stage other events at the Stadium for a maximum term of 99 years.

They must register online by 30th January in order to gain access to the Stadium Dealroom, which will contain technical and legal documentation essential to any bid. Notes for editors

Bidders will be selected according to Evaluation Criteria in light of the following objectives:

To deliver a viable, long-term, multi-use Stadium that is deliverable and provides value for money

To re-open the Stadium for operational use from 2014 to ensure consistency with the re-opening of the Olympic Park

To allow flexible usage of the Stadium by the Legacy Company, tenants and other bodies, accommodating a vibrant programme of commercial, sporting and cultural events, allowing year round community access.

The bids will be evaluated by the Legacy Company and its professional advisers who will make recommendations to its founder members: the Government and the Mayor of London.

The Company was established in May 2009 by its founders - the Government and Mayor of London - as a public sector, not-for-profit company, which is responsible for the long-term planning, development, management and maintenance of the Olympic Park and its facilities after the 2012 Games.

The Olympic Park Legacy Company today announced a shortlist of six developers for the opportunity to build the first neighbourhood on the Queen Elizabeth Olympic Park.

Chobham Manor will be a return to London’s traditional family neighbourhoods of terraced and mews houses, set within tree-lined avenues. Sitting between the Athletes Village and the VeloPark, the neighbourhood will help to address the local need for larger homes with 70% of the 800 homes offering much needed family housing.

In addition, 40% of the new homes will be houses with gardens – almost a quarter of the total number of new houses registered in London last year.

The shortlisted bidders are:

East Thames and Countryside Properties

Barratt Homes and Le Frak Organisation

St James Group Limited (Berkeley)

Swan Housing Association, Urban Splash, Yoo & Mace

Notting Hill Housing, United House and HTA; and

Taylor Wimpey and London & Quadrant

The shortlisted bidders will be asked to submit outline proposals by the end of February 2012. The Legacy Company will then begin a competitive dialogue process with three favoured bidders and aims to appoint a development partner by summer 2012 in order for the first homes to be ready in 2014.

Andrew Altman, Chief Executive of the Olympic Park Legacy Company, said:

“We have received an extremely strong response from developers interested in building Chobham Manor. This reflects the strong market appetite to develop family housing in the first neighbourhood to be created in the Queen Elizabeth Olympic Park.

“Plans for the Olympic Park after the Games are already more advanced than any other Olympic host city and we aim to continue this by appointing a preferred bidder before the 2012 Games.”

The Legacy Company’s housing strategy has taken into consideration the number of high-density developments already being planned for the surrounding area. It also responds to the views of local people who have put the need for family housing, quality open spaces and supporting amenities among their top priorities.

Chobham Manor will offer a mix of terraced housing, mews housing and duplex apartments within tree-lined avenues, intimate streets and open squares. It will sit adjacent to the Athletes Village, which will be converted into 2,800 flats after the 2012 Games.

Around 30 per cent of the homes will be affordable housing with local people targeted through boroughs and housing associations. A Community Land Trust could be part of the affordable housing offer giving a non-profit community-based organisation the opportunity to provide permanently affordable homes for long-term community benefit.

Families in the new homes and surrounding communities will be supported by a walk-in health centre, two nurseries, two multi-purpose community spaces, neighbourhood shops and the nearby Chobham Academy school.

The Legacy Company aims to appoint a developer partner for Chobham Manor by the summer of 2012 in order for the first homes to be ready in 2014. The neighbourhood is expected to be completed over five years.

In total, the Legacy Company is aiming for up to 35% affordable housing across the Park – in line with the Mayor’s London Plan.

The new neighbourhood will be within walking distance of Stratford International Station and Stratford Regional Station, which offer nine rail lines.

It is one of five neighbourhoods to be developed on the Queen Elizabeth Olympic Park, with up to 8,000 new homes being built over the next 20 years, in addition to the Athletes Village.

The others are street level CGIs of how the neighbourhood could look:

Community Land Trusts (CLT)

A CLT is a non-profit, community-based organisation run by volunteers that develops housing or other assets at permanently affordable levels for long-term community benefit. It does this by separating the value of the building from the land that it stands on and, in the case of shared-equity homes, fixing the resale percentage, thereby enabling occupiers to pay for the use of buildings and services at prices they can afford.

The value of land, subsidies, planning gain and other equity benefits are permanently locked in by the CLT who holds the asset in trust for long-term community benefit.

The Olympic Park Legacy Company was established in May 2009 by its founders - the Government and Mayor of London - as a public sector, not-for-profit company, responsible for the long-term planning, development, management and maintenance of the Olympic Park.
